This government-run cultural center just off the southwest corner of Alameda Central houses a library, theater, gallery, outdoor art alley, and an open plaza. The theater seats about 70 to 80 and has solid acoustics and lighting — it hosts free theater productions, including work from LGBTQ+ collectives and family shows.

The center offers workshops in music, painting, theater, weaving, and indigenous languages, with open houses at the end of each trimester. The venue itself is small but well-located, though street vendors sometimes crowd the entrance on weekends when the nearby toy market sets up. Free admission to exhibitions and most events.
